Invitation to the High-Level Ministerial Segment
of the
14th Meeting of the Conference of the Contracting Parties to
the Ramsar Convention on Wetlands

As host of the 14th meeting of the Conference of the Contracting Parties (COP14) to the Ramsar Convention on Wetlands, China seeks to actively engage all Contracting Parties to strengthen high level commitment and agree on actions to further enhance the implementation of the Convention on Wetlands. To this end, China will host a High-Level Ministerial Segment of COP14.
The concept note of the High-Level Segment is attached to this notification. Ministers are invited to participate in the High-Level Ministerial Segment and to express their interest in doing so via the registration form link at their earliest convenience, but not later than 6 October 2022.
Focusing on the COP14 theme “Wetlands Action for People and Nature”, the High-Level Ministerial Segment is being convened at a pivotal time to address the current environmental crisis. Its objective is to build and maintain high-level momentum to promote wetland conservation and sustainable use to achieve the Sustainable Development Goals and, on the basis of the ongoing extensive consultation with all Contracting Parties, to adopt the Wuhan Declaration.
A revised zero draft of the Wuhan Declaration is attached to this notification along with an explanatory note on the drafting process. Contracting Parties are invited to provide comments on the declaration to Mr WANG Chunfeng via email to wangchunfeng@vip.126.com, by 6 October. A further revised text will be sent to the registered Ministers for comment before finalization in late October.
Contracting Parties are encouraged to follow up with their respective Ministers to ensure their active participation in this important event, as well as their timely contribution to the Wuhan Declaration, which is expected to be presented for adoption by consensus by the Ministers and other heads of delegation representing Parties to the Convention on Wetlands at the High-Level Ministerial Segment.
