Invitation to virtual meeting on the Strategic Plan

Following the Decision SC64-30 and on the advice of the Chair of the Standing Committee, the Secretariat is organizing a virtual meeting on 21 May 2025 from 13:00 to 15:00 CEST (time zone converter), to discuss whether advancing informal discussions among Contracting Parties on the draft Strategic Plan (COP15 Doc.23.3) could enable a more facilitated, efficient and productive negotiations at COP15.
The proposed plan is to establish four thematic groups of interested Parties to address four areas of the draft resolution and Strategic Plan with the aim of developing text that would represent an agreeable way forward for all. The themes of the four groups would be:

1. The draft resolution;
2. Paragraphs 5 through 22 of the Strategic Plan;
3. Goals 1 and 2 of the Strategic Plan;
4. Goal 4 of the Strategic Plan, including a proposal to move Target 4.6 to Target 3.5.

Each thematic group would determine how it would work towards developing proposals that could be raised on the Plenary floor at COP15. Groups would be expected to commence their work the week of 26 May and make every effort to accommodate different time zones and ensure that all Parties voices are heard. Please note that Parties can request to participate in a thematic group via email if they are unable to attend the organizational meeting. Groups would also select group members to present their proposed text in plenary, when discussion on the Strategic Plan takes place.
Contracting Parties are invited to confirm their participation in this virtual meeting by email no later than 16 May to spwg@ramsar.org. The Zoom link to the meeting will be sent to all confirmed participants 48 hours in advance of the meeting.
