Matters related to the post 2020 Global Biodiversity Framework

The Secretariat would like to call your attention and action on the following issues related to the Convention on Biological Diversity:
1) Zero Draft of the Post-2020 Global Biodiversity Framework
At its first meeting, held in Nairobi in August 2019, the Open-ended Working Group (OEWG 2020) requested the Co-Chairs and the Executive Secretary prepare a zero draft text of the post-2020 global biodiversity framework for consideration at its second meeting to be held now from 24-29 February 2020 in Rome, Italy. The zero draft was published by the CBD Secretariat on 13 January 2020.
Given the importance of this matter to the Convention as reflected in the decisions taken on this matter by the Standing Committee, the Secretariat asked the views of Standing Committee members on the zero draft.
The Secretariat has prepared a document (attached) that reflects these views and highlights the issues identified as being most relevant to the Convention in order to ensure that Parties attending the second meeting of the Open-ended Working Group can articulate the importance of wetlands and that the Secretariat can further share them in its participation in the post-2020 global biodiversity framework.
The Secretariat would like to remind Parties of the Standing Committee decision (Decision SC57-26) that encouraged Contracting Parties, through their Ramsar National Focal Points, to liaise and engage with their counterparts in the Convention on Biological Diversity and to participate in the development of their national positions related to the CBD’s post-2020 global biodiversity framework process, in order to seek to ensure that Ramsar-relevant elements are included within country positions and submissions to the CBD process to develop the post-2020 global biodiversity framework.

2) Designation of Standing Committee representatives to the follow-up Consultation Workshop of the Biodiversity-related Conventions on the Post-2020 Global Biodiversity Framework

Please note that after regional consultations, the Chair of the Standing Committee and six Standing Committee members (Armenia, Bhutan, Japan, Uganda, Mexico, and Uruguay) have been nominated to attend the follow-up Consultation Workshop of the Biodiversity-related Conventions on the Post-2020 Global Biodiversity Framework to be held in Berne, hosted by the Government of Switzerland from 25-27 March 2020.
For the above-mentioned meeting the Secretariat will update and share with all Contracting Parties the document that highlights the issues identified as being most relevant to the Convention on the zero draft of the post-2020 global biodiversity framework based on the outcomes of the second meeting of the OEWG.
